Litigation boutique Eimer Stahl LLP is pleased to announce that Ryan J. Walsh has joined the firm as Of Counsel. Previously the Chief Deputy Solicitor General of Wisconsin, a law clerk to the late United States Supreme Court Justice Antonin Scalia, and Editor in Chief of the University of Chicago Law Review, Mr. Walsh will focus his practice at Eimer Stahl on complex and appellate litigation.
Mr. Walsh spent more than two years as Wisconsin’s Chief Deputy Solicitor General. In that role, he handled dozens of cases, arguing before the Wisconsin Supreme Court, the Wisconsin Court of Appeals and the United States Court of Appeals for the Seventh Circuit, and preparing briefs for the U.S. Court of Appeals for the D.C. Circuit and the United States Supreme Court. He prevailed on the merits in all decided cases to have reached final judgment. Mr. Walsh also managed constitutional, regulatory and criminal litigation while at the Wisconsin Department of Justice, and had responsibility for directing trial court strategy and overseeing the agency’s trial lawyers.
Prior to becoming Wisconsin’s Chief Deputy Solicitor General, Mr. Walsh was an associate in the Issues & Appeals practice at Jones Day’s Washington, D.C., office. He clerked for Justice Scalia during the Supreme Court’s 2013-14 term and for U.S. Court of Appeals for the Ninth Circuit Judge Diarmuid F. O’Scannlain during the 2012-13 term.

In 2018, Mr. Walsh won a Best Brief Award from the National Association of Attorneys General for his work as a co-author of the opening brief in Gill v. Whitford for the U.S. Supreme Court. He also took first place from the State Bar of Wisconsin in the civil category for his appellate briefing defending Wisconsin’s right-to-work law. In 2017 he was named to Forbes’ 30 Under 30: Law and Policy list.
Mr. Walsh is admitted to practice in Wisconsin and the District of Columbia, as well as before the U.S. Courts of Appeals for the Sixth, Seventh, Ninth and D.C. Circuits, and the Supreme Court of the United States. He received his J.D. from the University of Chicago Law School, where he was editor in chief of the University of Chicago Law Review, and his B.A. from Hillsdale College.
