Eimer Stahl LLP is pleased to announce that Joseph Tartakovsky has joined the firm’s California office, where he will represent clients in government investigations and enforcement actions, complex civil and constitutional litigation, and pharmaceutical matters. 

Tartakovsky brings nearly a decade of high-level government experience, having served as Deputy Solicitor General of Nevada and as an Assistant U.S. Attorney in San Francisco. In those roles, he handled everything from multi-defendant organized crime trials to appearing as counsel of record in the U.S. Supreme Court.

At the U.S. Attorney’s Office for the Northern District of California, he led major investigations and prosecutions involving cybercrime, cryptocurrency, money laundering, healthcare and consumer fraud, and pharmaceutical offenses. Tartakovsky regularly partnered with, among others, the DOJ’s Consumer Protection Branch and Computer Crime and Intellectual Property Section, as well as special agents of the FBI, Homeland Security, and the U.S. Food and Drug Administration. His expertise in drug fraud, diversion, and counterfeiting led to his designation as the office’s subject matter expert on pharmaceutical and controlled substances investigations.

As Nevada’s Deputy Solicitor General, Tartakovsky helped lead the state's legal strategy in high-stakes litigation and advised the Attorney General and Governor on matters involving free speech, school choice, religious liberty, and firearms. He argued over a dozen appeals in state appellate courts and the Ninth Circuit Court of Appeals, and co-wrote briefs that resulted in three U.S. Supreme Court certiorari grants.

Tartakovsky worked in private practice at a global law firm, where he focused on appellate and constitutional matters, white-collar defense, class actions, and civil litigation involving technology, copyright, labor law, privacy, and trade secrets. He also co-authored No Way Home: The Crisis of Homelessness and How to Fix It with Intelligence and Humanity (2021), the first book on the law of homelessness, inspired by his representation of the City of Boise in a landmark Ninth Circuit case.

A respected legal writer and commentator, Tartakovsky is the author of The Lives of the Constitution: Ten Exceptional Minds that Shaped America’s Supreme Law (2018), a #1 Amazon bestseller in constitutional law. His writing has appeared in the New York TimesWall Street JournalLos Angeles Times, and he has been a guest on national programs including C-SPAN’s Washington Journal.

He earned his J.D., magna cum laude, from Fordham University School of Law and clerked for Judge Paul J. Kelly, Jr. of the Tenth Circuit Court of Appeals.
